I read Kristie Wells’ commentary on last week’s meeting of the Committee on Local Government Finance. I have a vastly different perspective on what transpired. Major Concerns Although the committee certainly expressed concerns about possible overspending in the General Fund, more than ¾ of the denied budget augmentation was not related to the forensic audit. For some unexplained reason the Tax Department staff report didn’t mention the rest of the $1.5M in unbudgeted expenses, just the $350k for the due diligence audit. Can IVGID learn from its mistakes?

What went wrong? If you haven’t had time to listen to IVGID meetings, at least take a look at pp. 156-160 of the Board packet for the 1/31/24 meeting. The interim Finance Director, Bobby Magee, has listed numerous financial issues that either have been or still need to be addressed. With such an extensive list of major shortcomings in IVGID’s financials, it’s apparent that past leadership failed to provide adequate financial oversight of our recreational venues. Response to Mick Homan’s recent Board communications

High hopes dashed I was impressed with Mr. Homan’s resume when he applied to be appointed to the Audit Committee. He could have made great contributions. Unfortunately, he has damaged his own credibility by giving biased reports on the performance of IVGID’s golf venues. Mr. Homan’s recent “full disclosure” does not mention that he is an avid golfer. He downplayed the inequity of the large subsidies needed to support his preferred pastime, golf, rather than look for the reasons behind run-away expenses (even before inflation skyrocketed). Ordinance 7 provision for hotels and motels New language appears in the Ordinance 7 draft that finally came out on Tuesday afternoon, just 2 days before the public hearing, that was never discussed by the Ordinance 7 committee. It deals with hotel and motel guest access. Although the beach deed specifically mentions hotel and motel guests, at the time the beach deed was drafted, hotel and motel properties were charged a rec/beach fee for each hotel unit. Hyatt guests typically don’t use the beach since they have their own beach; the per room assessment stopped in 1982 for all hotels. … Continue reading →

Who decides how IVGID’s facility fees are spent?

On Wednesday, May 26, the IVGID Board is expected to approve the first reduction ($50) in the combined Recreation/Beach Facility Fees in over a decade. For those new to the community, IVGID’s Rec Facility Fee and Beach Facility Fee (amounting to nearly $7 million a year) , although they appear on your property tax bill, are not set by the State, nor are they based on assessed valuation. Instead, every parcel/dwelling unit with beach access is assessed the same amount which is determined annually by the IVGID Board. This report was requested by the IVGID Audit Committee and is included in the 1/28/2021 IVGID Board packet. Following is a summary of the key findings and observations from a local perspective. You can find the complete report here. District business-type activities are better suited for Enterprise funds. The District’s current presentation of central services costs is not in compliance with Generally Accepted Accounting Principles. The punch card “contra-revenue” accounting should be discontinued. The District’s capitalization practices are not in compliance with established government accounting practices.
