On Tuesday, February 23rd at or before 2:30 PM the Washoe County Board of Commissioners will hold a public hearing on regulations that will allow essentially every residence in Incline Village and Crystal Bay to be converted into a “hotel” as defined by Nevada statute in Chapter 447. This item will have an impact on the FY21-22 budget. It is clear that IVGID budgets to the rec/beach fees, i.e. it determines the maximum acceptable amount for the rec/beach fee and then budgets to spend that amount. It’s supposed to be the other way around. Determine what is needed to maintain and improve our amenities, and after a public hearing to see if the citizens/Board agree, assess fees to meet those needs. August 2020 As I write this comment, my wife and I have been preparing to leave our beautiful Incline Village home if a fire emergency develops in the area. We have packed one of our cars with sleeping bags, valuables, and heirlooms in case we need to evacuate on short notice. In 2018, just two years ago the Camp fire (aka Paradise Fire)……(from wikopedia) caused at least 85 civilian fatalities, with one person still missing, and injured 12 civilians, two prison inmate firefighters, and three other firefighters. Revised STR regulations announced.

Plusses and minuses on the new draft STR ordinances. The new draft ordinances can be found on the County website: https://www.washoecounty.us/csd/planning_and_development/board_commission/planning_commission/2020/Files/BCC-8-25-20-STR-report.pdf On the plus side, there is a provision for restrictions during a “declared emergency”. On the minus side are the incorporation of language that does away with the requirement for signs, prohibits unannounced inspections even in life threatening situations, requires fewer parking spaces and puts absolutely no limit on the number of STR permits that can be issued in our residential neighborhoods. When the BOCC heard the first draft of the vacation rentals back in February, only 2 members of the public spoke with concerns about the negative impacts of STR’s while a cadre of 10 real estate agents, property managers, STR owners and paid lobbyists objected to almost every facet of the proposed ordinance that might have been helpful to the community. We keep hearing “oh, you moved to a resort, what did you expect?” Just because we are considered a resort doesn’t mean we have to give up our community. If you look at all of the other resorts, and tourist areas around the country that have faced this issue sooner, rather than later, they have overwhelmingly found solutions that limit short term rentals.
