IVGID Finance Director, Paul Navazio’s, 9/9/20 presentation on punch card utilization contains disturbing revelations that our beaches are essentially under water, and not from global warming or rising lake level. Exchange passes were a way to distribute beach access to individuals without giving them punch cards. They were a little known method that allowed STR and timeshare owners and agents (and others) to use punch card value in “exchange” for these transferable beach tickets. According to GM Winquest 3500 exchange passes were issued in 2020 before it was decided to curtail issuance after posts on social media disclosed the potential for abuse.
